Artlin Consulting is seeking an experienced Recruiting Manager to join our team in the Vienna, Virginia office, to serve as a leader, manager and doer of all things recruiting for our growing business!

In this position, you will report directly to corporate operations, and collaborate with senior leadership, hiring managers, business development, and the leaders who manage contract delivery operations. You will develop and execute a talent acquisition strategy, be responsible for managing Artlin’s new hire portfolio, train recruiting personnel, support new business development, and drive process changes with key leaders to improve results and increase business impact.

Responsibilities include, but are not limited to:

· Oversee Recruiting function to ensure internal and external resources are effectively targeting and vetting talent, effectively communicating expectations and job requirements, taking a consultative approach with hiring managers, and preparing candidates to move expeditiously through the process

· Responsible for tracking and reporting metrics for: time-to-offer-accepted, time-to-fill, level of customer satisfaction, cost per hire versus budget, sourcing effectiveness

· Works with corporate leadership to understand needs and desires, develops relationships with leaders in Operations and BD personnel, and establishes regular requisition review reporting cycles to present relevant metrics

· Establishes process, recruiting priorities, and communicates strategy

· Manages Recruiter performance and develops talent, trains Recruiters on effective sourcing, closing, and other associated topics

· Provides any necessary training to Hiring Managers for their role in the Recruiting process

· Supports business development initiatives including proposal recruiting, researching new requirements, writing transition and staffing plans

· Uses automated tracking system, identify candidates from numerous sources, initiate ads, screens and qualifies candidates, and develop talent pipelines for current/future hiring needs

· Develop a deep understanding of the Company’s core capabilities and its business and programs to successfully execute sourcing strategies

· Provide guidance to internal stakeholders in designing a tailored sourcing approach to exceed client and candidate expectations

· Manage expectations for any external recruiting resources to ensure proper return on investment

Basic Qualifications:

· 7- 8 years of relevant work experience with a demonstrated track record of delivering on hiring goals supporting Operations and BD needs

· In-depth knowledge OFCCP/EEO laws and regulations

· Applicant tracking system knowledge and experience

· Ability to develop recruiting strategies to source specific technical and professional candidates

· Experience with consulting talent acquisition or professional services, preferably in an emerging small business environment

· Experience within government contracting

· Consultative approach toward Leadership and Operations personnel

· Ability to influence others and build strong relationships with internal/external stakeholders

· Experience working in organizations with aggressive growth expectations

· Utilize data and metrics to continuously improve our sourcing strategy and approach

· Provide strong partnership to hiring managers and recruiting teammates to develop and adapt sourcing strategies and processes to deliver on strategic business hiring priorities.

· Strong communication, analytical and organizational skills
