Program Assessment and Studies Specialist

This position provides program planning and assessment expertise to support the Office of the Assistant Secretary of the Air Force for Acquisition (SAF/AQ) mission to cost effectively modernize to deliver capability to the warfighter when needed. This role requires the expertise to support the development, analysis, integration, and implementation of program planning and assessment, including the risk, trade-off, requirements, alternatives, and feasibility studies required to advance the goals and objectives of the Air Force/DoD Acquisition Community.

Position Responsibilities:

  • Conduct performance analysis and produce performance assessments of Air Force (AF) Acquisition programs and supporting portfolios for review by AF Senior Leadership
  • Lead gap analyses of AF and DoD programs
  • Identify, evaluate and present findings/recommendations based on analysis of effects-based, capability-focused planning to build efficiencies into the AF or DoD enterprise
  • Conduct organizational analyses to qualitatively and/or quantitatively determine process efficiencies
  • Provide plans/recommendations for improving program performance via IT or other means
  • Perform enterprise systems management and planning in order to design, perform, and report results of performance assessments and organizational analyses conducted to:
    • Determine effectiveness of automation, human capital, and processes,
    • Identify and monitor progress towards improvement objectives, and
    • Provide plans and recommendations for improving performance via IT or other means, such as Data Analytics and Enterprise Architecture
  • Continuously improve data collection, analysis and visualization techniques to increase the scope and quality of SAF/AQXP assessments
  • Interact with AF and DoD organizations at the Senior Leader level; provide technical support and consultation to AF leadership in support of their effort to develop and maintain a set of metrics to help observe performance trends and make strategic improvements within acquisition program portfolios
  • Conduct independent research to improve the performance of AF Acquisition programs
  • Provide technical support and consultation to AF leadership in the development of Key Performance Indicators used to assess performance
  • Maintain and develop working relationships across the AF Acquisition portfolios in support of their effort to develop and maintain Key Performance Indicators to support the observation performance trends and formulate strategic improvements within their portfolio of acquisition programs
  • Support Continuous Process Improvement Strategies
  • Support a wide range of SAF/AQXP initiatives outside the performance assessment function

    Required Skills and Experience:

    • Must be a US Citizen
    • Must have at least an Active Secret Clearance (DoD preferred) or Tier 3 National Agency Check with Local Agencies (NACLC)
    • Must have a Bachelor’s degree in business, policy, government, finance, contracting or other related area
    • 5+ years of relevant DoD Acquisition (preferably Air Force Acquisition) experience, preferably in support of program assessment or program management; this must include current relevant experience working at the Pentagon (or, at a minimum, similar DoD headquarters)
    • Ability to develop unprecedented analysis techniques to respond to ad hoc AF Senior Leader inquiries
    • Desire and willingness to contribute to all facets of performance analysis to include: data collection, analysis and documentation of findings and results
    • Experience in data mining, manipulation and trend analysis
    • Exceptional communication skills and interaction with senior leaders, including Executive Level briefings, Position Papers and detailed performance reports
    • Critical thinking skills
    • Self starter and innovator, able to work under tight deadlines
    • Proven ability working successfully in an integrated, collaborative and diverse environment with all levels of military, civilian and contractor staff
    • Excellent project management skills and ability to prioritize in a fast-paced environment
    • Excellent attention to detail, particularly documentation concerns
    • Excellent written and verbal communication skills
    • Advanced Microsoft Office skills (specifically PowerPoint, Excel and Word)

    Desired Skills and Experience:

    • Air Force Acquisition experience
    • Knowledge of Air Force structure inter-dependencies and organizational inter-relationships
    • Working knowledge of Data Analytics or Big Data Methodologies and Techniques
    • LEAN/Six Sigma CPI certification OR working knowledge of Continuous Process Improvement (CPI) Methodologies and Techniques
    • Demonstrated knowledge of or experience with the Joint Capabilities Integration and Development System (JCIDS) process
    • Task Management software experience, such as TMT or other equivalent software
    • DAWIA Level I-III certification in Acquisition or Program Management or PMP certification
