The Defense Acquisition Reporting & Analytics Subject Matter Expert Consultant supports the Acquisition Visibility (AV) team within the Office of the Under Secretary of Defense for Acquisition and Sustainment (OUSD(A&S)). This role advises the AV project manager in matters relating to DoD acquisition law, policy and processes to ensure functional and data quality in the AV reporting and analytic capability products. This consultant also supports the OUSD(A&S) Defense Acquisition Data Governance program by determining key data elements and rules required to support the business of Defense Acquisition.

Primary Responsibilities:

  • Provide Acquisition Visibility Project Manager consultation on DoD acquisition law and policy, and derivative data and system requirements
  • Formulate functional requirements for project teams; assists developers with user interface design and monitors testing to ensure satisfaction of acceptance criteria
  • Manage stakeholder engagements and prioritize data and system requirements
  • Support management and governance of acquisition data, ensuring the transparent alignment, definition, ownership and rules for its use toward a more efficient and effective defense acquisition community
  • Support Agile software development process
  • Provide acquisition functional testing scenarios and support user acceptance test plans

Qualifications:

  • Ten to fifteen years in multiple roles within the DoD acquisition community, e.g., program management office positions and staff support for Program Executive Officers, Component Acquisition Executives, or the Defense Acquisition Executive
  • Multiple areas of acquisition proficiency, such as: program management, program control, financial management, software development, contracting, research and development, engineering, production, test, logistics and sustainment
  • Programming: Program Office or Component POM formulation or OSD Program Review
  • Budgeting: Program Office or Component BES/PB formulation or OSD Budget Review
  • Execution: Program Office, Component or OSD financial management
  • Knowledgeable of DoD acquisition data and program reporting requirements
  • Strong analytical skills
  • Proven ability working successfully in a collaborative and diverse environment
  • Excellent attention to detail, particularly documentation concerns
  • Excellent technical writing and verbal communication skills
  • Excellent project management skills and ability to prioritize in a fast-paced environment
